Hylke Dijkstra contributes to UN High-Level Panel on Peace Operations

UN Secretary-General Ban Ki-moon has established a High-Level Independent Panel on Peace Operations to make a thorough assessment of UN peacekeeping. To give this panel a head-start, Hylke Dijkstra contributed a short policy paper, drawing on his expertise about the UN Secretariat, to an expert briefing book edited by Richard Gowan (NYC Center on International Cooperation) and Adam Smith (International Peace Institute).

On 31 October 2014, United Nations Secretary-General Ban Ki-moon established a High-Level Independent Panel on Peace Operations under the leadership of José Ramos-Horta, a former President of Timor-Leste and the laureate of the 1996 Nobel Peace Prize. The purpose of this panel is to make a thorough assessment of UN peacekeeping and prepare a milestone report for the General Debate of the UN General Assembly in September 2015. The last external review of UN peacekeeping was carried out by Lakhdar Brahimi in 2000.

To give the members of the High-Level Panel a head-start, Richard Gowan (NYC Center on International Cooperation) and Adam Smith (International Peace Institute) have prepared a briefing book bringing together short contributions from 60 UN experts in 20 countries. Hylke Dijkstra contributed a policy paper with recommendations drawing on his expertise about the UN Secretariat (“Improve planning; speed up force generation and deployment”). This expert briefing book is a first step in a series of events and exchanges in the run up to September 2015.
